TITLE: Senior Technical Expert Off Grid Electrification


TYPE OF CONTRACT: Resource on Call (ROC)


DURATION: 2 months

A diagnostic study conducted by UNDP’s Merged Areas Governance Program (MAGP) in January 2021 revealed that lack of electricity is one of the most important development issues for the residents of the Merged Areas. MAGP is now proposing to understand the willingness of the local people to pay for better electricity supply in the Merged Areas to open a dialogue with the government to improve electrification in this region. Access to electricity in the Merged Areas is a key priority as part of the Accelerated Implementation Program (AIP) 1, and in order to support the government in this endeavor, MAGP wants to hire a Senior Technical Expert on Off Grid Electrification who will design the study, contribute to data analysis and recommend policy to the government in order to establish willingness to pay for better electrification. The successful candidate will work closely with MAGP’s internal team, Lead Economic Advisor (LEA) and other key government officials from the energy sector. The final product of this effort will establish evidence to the government for better electrification policy in the Merged Areas


  • Prepare a detailed methodology for the study with MAGP’s internal team
  • Prepare the overall work plan and ensure its timely implementation by organizing the field/research team to undertake the study
  • Prepare questionnaire for the study
  • Contribute to Data Analysis
  • Finalization and submission of report
  • Propose recommendations in the form of a policy note to address key rural electrification sector issues
  • Plan and organize dissemination event for the final results of the study
  • Travel to Merged Areas as and when required
  • Any other tasks assigned by the supervisor

Skills and Competences:

  • Ability to build good relationships with colleagues and Govt. officials
  • Understanding of econometrics
  • Experience in survey design
  • Ability to write and report in a timely and succinct manner
  • Ability to solve complex technical issue in electrification related work
  • Demonstrated ability to provide effective technical presentations to senior management


  • Master’s degree in relevant field (Engineering, Economics, Finance, or a related field)
  • 8-10 years of experience in the power/energy sector, with a 3-5 year experience in a leadership role
  • Must possess strong technical and analytical background, and have effective communications and writing skills,
  • Ability to meet strict deadlines
  • Ability to manage complexity
  • Familiarity of KP especially Merged Areas.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
  • Ability to present complex information in a clear and comprehensible manner to inform government decision making process
